The PAC convenes to include representation from Caltrans and Humboldt Transit Authority (HTA) Board for items specific to transportation.

The PAC will consider recommending that the HCAOG Board approve CAE’s request to change their SSTAC membership from discretionary voting membership to advisory membership and approve the appointment of a Karuk Tribe Department of Transportation representative to the SSTAC.

c. FY 2026-27 Unmet Transit Needs (UTN) Report of Findings

The PAC will consider recommending that the HCAOG Board adopt Resolution 26-08 approving the FY 2026-27 UTN Report of Findings determining there are no unmet transit needs reasonable to meet.

The PAC will consider recommending that the HCAOG Board adopt Resolution 26-09 approving the revised HCAOG Travel Policies and Guidelines.

e. Final FY 2026-27 Overall Work Program (OWP) and Budget

The PAC will consider recommending that the HCAOG Board approve Resolution 26-10 approving the final Overall Work Program and Budget for Fiscal Year 2026-27.

f. County of Humboldt’s FY 2025-26 Local Transportation Fund (LTF) Claim 

The PAC will consider adopting Resolution 26-11 approving the County of Humboldt FY 2025-26 LTF claim in the amount of $2,638,668.

g. 2026 Transportation Development Act (TDA) Article 3, Bicycle and Pedestrian 2% Allocation Requests

The PAC will consider recommending that the HCAOG Board amend and restate Resolution 26-08 approving the 2026 Bicycle and Pedestrian 2% allocation requests for the City of Arcata in the amount of $28,774, City of Eureka in the amount of $22,000, and Humboldt Transit Authority in the amount of $22,170.

h. Funding Agreement between the Humboldt Transit Authority, County of Humboldt, and HCAOG Regarding Dial A-Ride Service Operating and Administrative Cost Sharing

The PAC will consider recommending that the HCAOG Board approve the Dial-A-Ride Funding Agreement as proposed by Humboldt Transit Authority and authorize the Executive Director to sign the one-year contract approving HCAOG’s portion of $150,469 for the supplemental paratransit service for Fiscal Year 2026-27.

i. Contract between HCAOG and Humboldt Transit Authority for Consolidated Transportation Services Agency (CTSA) Services 

The PAC will consider recommending that the HCAOG Board approve and authorize the Executive Director to sign the FY 2026-27 contract with Humboldt Transit Authority for CTSA services in the amount of $150,470.
