HCAOG works to develop comprehensive regional transportation policy with a multifaceted approach that considers the needs of all users while prioritizing safety, sustainability, and accessibility. We work to develop a sustainable transportation landscape in which people can safely, comfortably, and reliably get to the places they want to go.
HCAOG's foundational long-range planning document is the Regional Transportation Plan (RTP), which HCAOG must update every four years. The RTP has a 20-year planning horizon.
Programs
HCAOG's current Regional Transportation Plan, "Variety in Rural Options of Mobility" (VROOM), was adopted in February 2026. The 2026 update carries forward the policies and actions of the 2022 document. This Plan is intended to identify and document specific actions to address the region’s needs for connectivity, mobility, equity, and accessibility for the next 20 years, and for addressing the climate crisis now and in (and for) the future.
Informational Reports
HCAOG hosted CivicSpark Climate Fellow Noah Sary in 2024-2025. Noah was tasked with collecting the baseline data necessary to track the metrics in the Safe and Sustainable Transportation Targets adopted in VROOM 2022. The final informational report provides valuable context to the targets, data sources, and recommendations for how to best measure the targets moving forward. This is a working document produced by the CivicSpark Fellow that serves as an informational report for use by HCAOG staff.
