The PAC convenes to include representation from Caltrans and Humboldt Transit Authority (HTA) Board for items specific to transportation.

5. Consent Calendar

a. Approval of Meeting Record (encl)
b. 2026 Transportation Development Act Article 3, Bike and Pedestrian 2% Allocation Requests (encl)
The PAC will recommend that the HCAOG Board approve the 2026 Bicycle and Pedestrian 2% Allocation Requests for City of Eureka in the amount of $22,000 and City of Arcata in the amount of $7,774.
c. City of Blue Lake FY 2025-26 Local Transportation Fund (LTF) Claim (encl)
The PAC will recommend that the HCAOG Board adopt Resolution 26-05 approving the City of Blue Lake’s FY 2025-26 LTF claim in the amount of $43,271.
d. Authorization to Execute a Standard Agreement between the Humboldt County Service Authority for Freeway Emergencies (SAFE) and the California Highway Patrol (CHP) for Supplemental Patrols on State Routes 36, 96, and 169 (encl)
The PAC will recommend that the HCAOG Board, acting as the SAFE, adopt Resolution 26-06, authorizing the execution of a standard agreement with the CHP for supplemental patrols on State Routes 36, 96, and 169.
e. Revision to the Technical Advisory Committee (TAC) Bylaws for McKinleyville Community Services District (MCSD) Advisory Membership (encl)
The PAC will recommend that the HCAOG Board approve revisions to the TAC bylaws including adding MCSD as an advisory member.
f. FY 2025-26 Cycle A Low Carbon Transit Operations Programs (LCTOP) Allocation (encl)
Adopt Resolution 26-07 approving FY 2025-26 Cycle A LCTOP funding for Humboldt Transit Authority in the amount of $263,214.

7. Reconvening of the HCAOG Board
By motion, reconvene as the HCAOG Board and approve PAC recommendations.
8. Board Action Items
a. Regional Housing Needs Allocation (RHNA) Appeal Final Determination (encl)
The Board will consider adopting the written determination denying the Cycle 7 RHNA appeal filed by the City of Eureka and direct staff to finalize the draft Regional Housing Needs Plan for consideration of adoption at a future Board meeting.

10. Closed Session
