2. Adjournment of the HCAOG Board; Convening of the Policy Advisory Committee (PAC)
The PAC convenes to include representation from Caltrans and Humboldt Transit Authority (HTA) Board for items specific to transportation.

This agenda item is reserved for public comments on matters over which the PAC has jurisdiction but are not on the agenda.
4. Proclamations
a. Week Without Driving Proclamation
Juliannah Harris, HCAOG SSTAC member and Assistive Technology Coordinator at Tri-Counties Independent Living, will accept the Week Without Driving Proclamation.
5. Action Items
a. Regional Climate Action Plan (RCAP) Comment Letter (encl)
County of Humboldt Planning Director, John Ford will present information about the RCAP and the PAC will give direction on future RCAP actions and consider recommending that the HCAOG Board direct staff to send a comment letter regarding the Draft RCAP.
6. Consent Calendar
The PAC will consider approving the following item(s), considered to be routine, with a single motion. Item(s) may be removed from the Consent Calendar and, if removed, will be heard separately.

b. Consultant Selection for On-call Planning Services (encl)
Direct the Executive Director to enter into contract negotiations and execute a contract not to exceed $100,000 with Planwest Partners for On-call Planning Services.
c. Consultant Selection for Humboldt County Regional Zero Emission Fleet Transition and Infrastructure Plan (encl)
Direct the Executive Director to enter into contract negotiations and execute a contract not to exceed $300,000 with DKS Associates and sub-consultant Frontier Energy for the Humboldt County Regional Zero Emission Fleet Transition and Infrastructure Plan.
d. Humboldt Transit Authority FY 2024-25 Local Transportation Fund (LTF) Claim (encl)
Adopt Resolution 24-18 approving the Humboldt Transit Authority’s LTF claim in the amount of $1,004,497 for FY 2024-25.

8. Reconvening of the HCAOG Board
By motion, reconvene as the HCAOG Board and approve PAC recommendations.
9. Presentations
a. Last Chance Grade Presentation
Jaime Matteoli and Lianna Winkler-Prins from Caltrans’ Project Management team will present information and updates on the Last Chance Grade Project in Del Norte County.
b. Blue Lake Housing Video
HCAOG staff will share a video about housing in Blue Lake that was created using REAP funding.
