Transit Development Plan

HCAOG has contracted with LSC Consultants, Inc based in Tahoe to complete the Transit Development Plan update. The Transit Development Plan (TDP) is a short-range plan that analyzes the existing transit system, and proposes service alternatives and a capital plan for transit agencies over the next five year period (2023-2028).

Community Workshop and Input on Public Transit Alternatives

The Technical Memo #2 is available to view here.This document contains the full analysis of service options, performance standards, capital needs funding sources, and potential marketing strategies. This document will serve as the basis for preparation of the Draft TDP, which will be presented to HCAOG committees and Board in August. 

LSC Consultants shared their findings on service alternatives in a community workshop held on Tuesday May 23. Community Workshop on Public Transit

The presentation slides and video of the workshop are now available. We heard a brief presentation on the existing transit system followed by options the consultants will explore for service alternatives. About a dozen members of the public attended and provided their suggestions for what changes to the transit system should be explored in the next phase of the study. A second community workshop will be held to share the results of the service alternative analysis.

Technical Memo 1 Community Workshop Recording

You can now read the Technical Memo 1, which has five chapters that cover the following:

  • A summary of major transit issues to study based on stakeholder interviews
  • Description of the study area and demographic factors, including population growth and a transit needs index
  • Overview of the existing transit system
  • Evaluation of transit services with performance metrics
  • Public outreach and results of the public survey

LSC will present on the Tech Memo 1 at the next SSTAC meeting on February 1, 2023. This is an open community meeting for all to attend, ask questions, and provide feedback. LSC will present an initial selection of options for changes to transit service that will be analyzed in the next phase of the project. Those in attendance can provide their input about which service alternatives should be studied. Please be aware that the study team knows the most commonly requested transit changes, such as later night weekday or weekend service on RTS. These service alternatives will be analyzed. The meeting is a great opportunity to learn details about transit operating statistics and how they relate to implementing bigger picture ideas to improve transit.

How will comments be used in the plan? The survey results will guide development of the service alternatives that are analyzed and emphasized in the plan. For example, if later weekday service on Redwood Transit System is a high priority according to the community survey, the consultants will include a robust analysis of what expanding this service would look like in terms of transit operations (using metrics like operating cost per passenger mile, etc). In addition, transit operators will closely analyze the results to see where improvements can be made in daily operations. HCAOG will use the results to determine future planning activities and staff work. In the end, recommendations made in the TDP may not be implemented within the five-year planning period due to various constraints. However, it is important to have these plans on record for transit agencies to remain eligible for continued federal and state funding.
