Regional Housing Needs Allocation Plan (2009)

In consultation with HCD, HCAOG is required to adopt a Regional Housing Need Allocation (RHNA) Plan that allocates a share of the regional housing need to each city and county. The share of the housing need shall be attributed to all income levels within the area affected by the general plan of the city or county.
It is up to each local government to plan where and how the allocated housing units will be developed in their communities through the Housing Element of each jurisdiction's General Plan. This report summarizes the current Housing Element Law, explains the allocation process in determining the total regional housing need, includes the allocation methodology, the rationale for each component of the method and provides the income allocation by jurisdiction.
